What is the pretest? (संगठित संस्थाको पूर्व योग्यता परीक्षा)

Many state-owned corporations, banks, boards and academies – called organized institutions (संगठित संस्था, "sangathit sanstha") – recruit through the Public Service Commission (PSC). For their non-technical assistant posts PSC runs a single unified pre-qualification exam first. This is what candidates call the pretest or pre test.

It is a screening exam under rule 23क of the Public Service Commission Rules, 2079. It is held for two levels and you need its pass certificate before you can apply to any organized institution's level 4 or level 5 vacancy. The pretest marks are not added to the main exam. PSC publishes the pre-test advertisement, but the actual vacancies are advertised by each institution (note 4 of the PSC annual calendar (वार्षिक कार्यतालिका) FY 2083/84).

Pretest levels

The pretest applies to non-technical (अप्राविधिक) assistant-level posts. For other posts, follow the advertisement of the institution concerned.

Pretest 2083/84: current cycle, dates and result

PSC advertised round 1 of FY 2083/84 on 2083/04/06 (PSC notice no. 38/083-84 (published 2083/04/06)). Here is what has happened and what is planned, as of 1 Kartik 2083:

The level 5 result (ad 101/083-84) came out on 2083/06/25: 69,803 candidates sat the exam and 18,216 were selected (PSC result notice no. 567/083-84 (2083/06/25) – ad 101/083-84). Roll numbers are listed in ascending order in the PDF. Passed candidates can download the pre-qualification certificate from their online profile (menu Download Certificate) five days after the result. Pretest eligibility: education and age

• Age: 18 completed and not over 35 years on the application deadline (2083/04/26 for round 1). Women and candidates with disabilities: up to 40. Check yours with the Lok Sewa age calculator.
• Serving staff: permanent employees of any organized institution have no age limit for the pre-test, but the age limit applies again for the main exam unless you work in the institution advertising the post.
• Qualification date: you must hold the qualification by the last date of application; foreign degrees need an equivalence certificate.
• Candidates suspended by PSC for breaking exam rules cannot apply during the suspension.

How to fill the pretest form online (step by step)

1. Open the official PSC online application. Go to psconline1.psc.gov.np (the link given in notice 38/083-84). If you already have a Master ID from any earlier PSC form, log in with it – the notice says you must reuse the same Master ID.
2. Create or update your profile. New users register, then fill personal, address, education and citizenship details exactly as in your documents. Upload a recent photo and signature in the size the portal asks for.
3. Upload documents. Upload your academic certificates and transcripts (SEE for level 4, +2/PCL for level 5) as PDF and the front side of your citizenship certificate as JPG.
4. Apply for the pre-qualification advertisement. Choose the advertisement for your level (101/083-84 for level 5, 102/083-84 for level 4) and pick your exam centre carefully – the centre cannot be changed after you submit.
5. Pay the fee. Pay online through the portal, or print the bank voucher showing your Master ID and transaction code and pay cash at a listed bank. Level 5: Rs 300, level 4: Rs 200; double after the normal deadline.
6. Check status and download the admit card. Once the fee is verified the application is accepted; download the admit card from the same profile before the exam and keep a printed copy with your citizenship certificate.

Common pretest form problems

• Forgot Master ID or password: use the recovery option on the PSC portal; do not create a second profile, the notice requires your existing Master ID.
• Upload rejected: certificates must be PDF and the citizenship front JPG – compress large files first.
• Wrong exam centre: it cannot be changed after submission, so double-check before you pay.
• Missed the deadline: you can still apply with double fee until the double-fee date; after that wait for the next round.
• Need a scribe (सहयोगी लेखक): contact the PSC office at least 10 days before the exam.

Exam centres in 2083: Ilam, Dhankuta, Khotang, Jaleshwar, Hetauda, Kathmandu, Pokhara, Baglung, Butwal, Dang, Surkhet, Jumla, Dipayal and Mahendranagar. Answers are marked on an OMR sheet with black ink only.

Pretest exam pattern and syllabus

The pretest is one objective (MCQ) paper on an OMR sheet. The level 4 syllabus approved by PSC on 2082/02/27 sets this scheme:

Each wrong answer costs 20% of that question's marks (try the negative marking calculator); calculators are not allowed; questions can be in Nepali, English or both. Topics: geography & population, history & culture, economy & development, constitution & governance, international relations, science & current affairs, office & public management, applied mathematics (10 marks each) and public enterprises (20 marks). After passing: validity and sangathit sanstha vacancy

The pre-qualification certificate is valid for one year from its issue date. In that year you can apply to any organized institution's level 4 or level 5 advertisement, as long as you also meet that institution's own rules. A level 5 pass also lets you apply for non-technical level 4 posts. Each institution then holds its main written exam (through PSC), followed by interviews.

How to prepare for the pretest

• Learn the scheme first: 50 questions in 45 minutes means under a minute each – practise at that speed.
• Public enterprises carries 20 marks – the largest single block. Know NRB, Insurance Authority and SEBON basics.
• Skip questions you are unsure of; negative marking makes blind guessing costly.
• Do topic-wise sets on pretest practice, then full timed mocks on pretest mock exams and live exams.
• Track the next round on the PSC calendar so you do not miss the form deadline.
