Lok Sewa online form: documents required (आवश्यक कागजात)
Lok Sewa applications are made online on the Public Service Commission's system (psconline1.psc.gov.np). You don't post paper copies – you upload scans. Recent PSC notices say candidates must upload the documents for the academic qualification named in the advertisement in PDF, and the front side of the citizenship certificate scanned as JPG. The notice also warns that if you don't actually hold the documents you declared when you apply, your application can be cancelled at any time.
| Document | Who needs it | Format |
|---|---|---|
| Citizenship certificate (front) | Everyone | JPG |
| Photo and signature | Everyone | JPG |
| Transcript and certificate of the minimum qualification | Everyone | |
| Equivalence certificate (समकक्षता) | Foreign or other-board qualifications | |
| Inclusive group certificate | Janajati, Madhesi, Dalit, disability, backward area | |
| Council registration / licence | Technical posts that require it | |
| Experience and training certificates | When the advertisement asks |
Pixel and KB limits for each upload are shown on the form. Prepare your photo and signature with the photo & signature resizer, merge phone photos of a multi-page certificate with image to PDF and shrink big scans with the PDF compressor. All three work inside your browser.
Academic certificates by level
- Kharidar / assistant 4th level: SEE or equivalent; under the grading system GPA 2.0 or above counts as meeting the minimum qualification.
- Nayab Subba / assistant 5th level: +2 or proficiency certificate level or equivalent.
- Officer (Section Officer etc.): at least a Bachelor's degree from a recognised university, in the subject the advertisement names.
You must have obtained the qualification by the last date of application – a result published after the deadline doesn't count. Not sure which posts you qualify for? Try the post finder.
Equivalence for foreign degrees (समकक्षता)
If your qualification is from a foreign institution, PSC notices require that its equivalence has been determined by the competent body. For university degrees this used to be Tribhuvan University's Curriculum Development Centre; from Shrawan 2083 the University Grants Commission (UGC) handles it. School-level certificates (A Level, CBSE and other Grade 10/12 boards) go to the Curriculum Development Centre in Sanothimi, and technical/vocational certificates to CTEVT. Apply early – it is the slowest document to get.
Inclusive group certificates (समावेशी प्रमाणपत्र)
Rule 14(4) of the Civil Service Regulation, 2050 says which documents prove each inclusive group:
- आदिवासी/जनजाति: based on the castes listed under the National Foundation for Development of Indigenous Nationalities Act. If your surname is shared by more than one caste, a certificate from the Chief District Officer on the recommendation of your local level head.
- दलित: based on the list of the National Dalit Commission, with the same CDO route for shared surnames.
- मधेसी: certified by the body designated in the Nepal Gazette, or by the CDO on the local level's recommendation.
- अपाङ्गता: disability certified on the recommendation of an approved medical practitioner; upload the document your advertisement names.
- पिछडिएको क्षेत्र: citizenship from Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu or Humla showing your permanent address there, plus a local-level certificate that you currently live there permanently.
- महिला: no extra certificate – the citizenship is enough.
Each extra group adds a small fee – see the fee calculator.
Council licence for technical posts
Posts for doctors, nurses, engineers, health assistants, pharmacists, veterinarians and similar professions ask for registration with the relevant council – Nepal Medical Council (NMC), Nepal Nursing Council (NNC), Nepal Engineering Council (NEC), Nepal Health Professional Council, Nepal Pharmacy Council or Nepal Veterinary Council. PSC notices list the professional licence (व्यवसाय अनुमति प्रमाणपत्र) alongside academic, training and experience documents to be uploaded as PDF. Check that the registration is valid on the last date.
Experience letters
When an advertisement requires experience, get a letter from each employer that shows your post, level, type of appointment and exact start and end dates. Count the total precisely with the date difference tab of the Nepali date converter.
Common mistakes
- Name or date of birth in the profile not matching the citizenship.
- Uploading only the transcript when the advertisement also wants the certificate (or the other way round).
- Blurry phone photos and pages cut off at the edges – scan flat in good light.
- Applying in an inclusive group without the matching certificate.
- Leaving the equivalence certificate until the last week.
Check the deadline on the Lok Sewa calendar and your age with the age calculator, then get back to practice.
