Image to PDF for the Lok Sewa online form

The PSC online application (लोक सेवा आयोग अनलाइन फारम) and the provincial commission portals ask for several documents: citizenship (नागरिकता प्रमाणपत्र) front and back, SLC/SEE, +2 and bachelor's certificates, transcripts, character certificates, equivalence letters and inclusive-group certificates. Most applicants have these as phone photos. This converter turns those JPG/PNG photos into a clean, correctly ordered PDF in a few taps – free, without an app, and without uploading your personal documents to anyone's server.

Which documents usually need one combined PDF?

DocumentSuggested page orderTip
CitizenshipFront, then backUse “Fit to image” or A4 with a small margin
Academic qualificationTranscript / marksheet, then character or provisional certificateA4 (auto), black & white
Inclusive-group certificatesAll certificates in one PDFUse Merge PDFs if some are already PDFs
Experience / equivalence lettersLetter, then any attachmentKeep the seal and signature visible

The exact documents, format (PDF or JPG) and size limit are set by the portal and your advertisement, so check your advertisement and the upload screen first. Our document checklist lists what each application typically needs.

How to make a PDF from photos on your phone

  1. Take good photos. Put the document on a plain dark table in daylight, hold the phone straight above it and fill the frame with the paper. Avoid flash – it creates a white glare over text.
  2. Add the pages with Choose files, or Take photo to shoot directly from the camera.
  3. Order and rotate. Pages are numbered; use the arrows to move them and the rotate button to straighten sideways photos.
  4. Choose layout. A4 (auto) turns wide documents into landscape A4 pages. A small margin looks like a real photocopy and prevents edges being cut when printed.
  5. Set a size limit if the upload box has one. The tool lowers resolution and quality just enough to fit.

Merge PDF files into one

If your university gave you a PDF transcript and you have phone photos of other certificates, use the Merge PDFs tab. PDF pages are copied as they are – nothing is re-compressed, so text and seals remain sharp – and images are added as A4 pages. Arrange everything in order and download one file. If the merged file is too large for the portal, run it through the PDF compressor to bring it under 200 KB, 500 KB or 1 MB.

Tips for a small, readable PDF

  • Black & white (कालो–सेतो) cuts the size a lot and looks like a photocopy, which is perfect for certificates. Keep colour for documents where a coloured seal matters.
  • Crop before adding. Your phone's crop tool removes the table around the paper so more of the size budget goes to the text.
  • One document per PDF unless the form asks otherwise – reviewers find the right page faster and each upload stays under its own limit.
  • Name files clearly, e.g. citizenship.pdf, bachelor-transcript.pdf, so you upload the right file in the right box.

JPG to PDF without installing an app

Scanner apps often add watermarks, ask for sign-up, or upload your files to their cloud. This converter is a normal web page: open it in Chrome, Safari or any modern browser on Android, iPhone or a computer, and the PDF is built on your device. That matters for citizenship and certificates, which carry your date of birth, address and citizenship number. Once the page has loaded you can even switch off mobile data and keep working. If a cyber café computer is your only option, download the PDF, upload it to the portal, then delete it from the computer's Downloads folder before you leave.

Print shops can also produce PDFs from a flatbed scanner – ask for 150–200 dpi in grayscale for certificates. Higher settings only make the file bigger without making it easier to read on the portal.

Common mistakes

  • Only uploading the front of the citizenship when both sides are required.
  • Pages in the wrong order or upside down – always check the thumbnails before creating the PDF.
  • Blurry photos taken at night – unreadable documents can lead to problems at verification.
  • Renaming a .jpg file to .pdf – it is still an image and the portal can reject it. Convert it here instead.
  • Uploading your passport photo as a PDF – the photo and signature need JPGs from the photo & signature resizer.

Frequently asked questions

How do I convert my citizenship photo to PDF for the Lok Sewa form?

Photograph the front and back of your citizenship on a plain dark surface, add both photos here, keep the front first, choose A4 and press Create PDF. If the portal has a size limit, pick it under File size so the PDF fits.

Are my documents uploaded to a server?

No. The PDF is created inside your browser with pdf-lib. Your citizenship, certificates and marksheets stay on your device – nothing is sent to us or anyone else.

How do I merge multiple certificates into one PDF?

Open the Merge PDFs tab, add all PDFs and images, arrange them in the order the form expects, and press Merge into one PDF. PDF pages are copied exactly, so text stays sharp; images are placed on A4 pages.

Photo bata PDF kasari banaune?

My PDF is too large for the portal. What should I do?

Choose a limit such as Under 500 KB in the File size box before creating the PDF, and tick Black & white for printed certificates. For a PDF you already have, use the PDF compressor tool.

Can I reorder pages on a phone?

Yes. Use the up and down arrow buttons beside each page. On a computer you can also drag a page by its row to a new position.

Why is my photo sideways in the PDF?

Some phones save a rotation flag instead of rotating the picture. Use the rotate button on that page until the thumbnail looks right – the PDF follows the thumbnail.

Which page size should I choose?

A4 (auto) is best for certificates and marksheets because it prints correctly and fits landscape documents automatically. Fit to image is useful for small items like a citizenship card, where you don't want a lot of empty white page.
