How the Lok Sewa application fee is calculated
Every Public Service Commission advertisement states its own application fee (दरखास्त दस्तुर). Most notices use the same pattern: one fee for the application, plus a smaller fee for each additional group or type you apply in (थप प्रत्येक किसिम वा समूहका लागि). So the total is:
Total = base fee + (number of groups − 1) × extra-group fee, and twice that amount if you apply in the double-fee window.
Fees are set per notice, so the examples below are only illustrations – always use the figure in your advertisement.
| Notice (date) | Base fee | Each extra group |
|---|---|---|
| Federal PSC, Joint Secretary – Bhadra 2083 | Rs 2,500 | Rs 600 |
| Federal PSC, corporations' pre-qualification, level 5 / level 4 – 2083/04/06 | Rs 300 / Rs 200 | – |
| Lumbini Province PSC, assistant level 5 – Poush 2082 | Rs 500 | Rs 200 |
| Federal PSC, Nayab Subba – 2076/77 (older) | Rs 400 | Rs 200 |
Example: one advertisement, three groups
Suppose a notice charges Rs 2,500 per application and Rs 600 for each additional group, and you apply in Open, Women and Madhesi. You pay the base fee once and two extra-group fees: Rs 2,500 + 2 × Rs 600 = Rs 3,700. If you apply in the double-fee window instead, the calculator shows Rs 7,400. Applying in Open only would cost Rs 2,500 (or Rs 5,000 late).
What is double fee (दोब्बर दस्तुर)?
If you miss the normal last date, PSC advertisements allow a short extra period in which you can still apply by paying double the fee. In recent Federal PSC advertisements this window has been seven days: for example, Section Officer applications closed on 2082/09/15 with double fee until 2082/09/22, Nayab Subba on 2082/10/21 (double fee 2082/10/28) and Kharidar on 2082/12/17 (double fee 2082/12/24). The calculator assumes +7 days, but check the notice – the exact date is printed in it.
Two things don't move with the double-fee window: your age and your qualifications are still checked against the normal last date. Use the age calculator with that date.
Inclusive groups (समावेशी समूह) explained
To make the civil service inclusive, section 7(7) of the Civil Service Act, 2049 sets aside 45 percent of the posts filled by open competition. That 45 percent is treated as 100 percent and divided among these groups, and candidates in each group compete only with each other:
| Group | नेपाली | Share of reserved seats |
|---|---|---|
| Women | महिला | 33% |
| Adibasi / Janajati | आदिवासी/जनजाति | 27% |
| Madhesi | मधेसी | 22% |
| Dalit | दलित | 9% |
| Persons with disabilities | अपाङ्गता भएका | 5% |
| Backward area | पिछडिएको क्षेत्र | 4% |
- Backward area means the districts of Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu and Humla.
- For the women, Adibasi/Janajati, Madhesi and Dalit groups the Act refers to people who are economically and socially disadvantaged; the Civil Service Regulation explains how this is identified and which certificates are accepted.
- Seats for persons with disabilities are filled only for posts suited to the prescribed type of disability (section 7(8)).
Can I apply in more than one group?
Yes – you may apply in every group you genuinely belong to, as long as the advertisement has seats in it. A Madhesi woman, for example, can apply in Open, Women and Madhesi at once: one base fee plus two extra-group fees. Each group is a separate competition, so applying in more groups raises your chances. You must upload a valid certificate for each inclusive group – see the document checklist for who issues them.
Paying the fee
Fees are paid through the Commission's online application system (psconline1.psc.gov.np), either electronically or at a bank using the voucher that shows your Master ID and transaction code, as each notice explains. Pay before the deadline – an application without the fee is rejected.
Common mistakes
- Leaving payment to the last evening – payment gateways get busy right before deadlines.
- Applying in an inclusive group without the right certificate – the application can be rejected, so don't count on getting the fee back.
- Forgetting that the double-fee window doesn't extend the age or qualification cut-off.
- Copying a fee from last year's notice – amounts change.
