Nepal government salary scale 2083/84 at a glance
The Council of Ministers decided on 2083/04/06 to raise the salary scale (तलबमान) of all public servants by 10% from Shrawan 1, 2083 (17 July 2026), and to add a monthly incentive allowance (प्रोत्साहन भत्ता) equal to 10% of the new scale. The Ministry of Finance published the full table for the civil service, Nepali Army, Nepal Police, Armed Police Force, health service, parliament service and community school teachers. The existing Rs 5,000 dearness allowance (महँगी भत्ता) continues. All numbers in this calculator come from that table.

Police, army, APF, health and teacher equivalents

- Nepali Army: Sipahi Rs 28,690, Officer Cadet Rs 47,960 during training, Second Lieutenant Rs 48,058.
- Health service: Staff Nurse and Health Assistant (assistant 5th level) Rs 38,203; ANM and AHW (assistant 4th level) Rs 36,192; 7th-level officer Rs 50,436; Medical Officer (8th level) Rs 53,611.

ग्रेड भनेको के हो? How grades work
Under the Civil Service Act, 2049 (section 27(3)) an employee gets a salary increment after each completed year of service. That increment is the grade (ग्रेड): the MoF table fixes it at about one day's salary and caps the number of grades for each class. A Kharidar can earn 10 grades (Rs 12,060 extra), a Section Officer 8 grades (Rs 12,816 extra). No further grade is added once you reach the cap.
Allowances and deductions
- Incentive allowance: 10% of the starting scale, paid monthly from 2083/84. The government says it will gradually be linked to performance indicators.
- Dearness allowance: Rs 5,000 a month for every public servant (raised in the 2082/83 budget and continued in 2083/84).
- Dashain allowance: one month's salary each year (Civil Service Act section 32).
- Provident fund (सञ्चय कोष): 10% of monthly salary is deducted and the government adds the same amount (section 31).
- Contribution-based pension: employees appointed after the Pension Fund Act, 2075 have a further 6% deducted, matched 100% by the government (section 10). They do not get the old government-paid pension.
- CIT (नागरिक लगानी कोष): voluntary; it reduces taxable income within the retirement-contribution limit.
Income tax on government salary 2083/84
The Inland Revenue Department's FY 2083/84 rates are the same for single and married people: 1% up to Rs 10 lakh, 10% from 10 to 15 lakh, 20% from 15 to 25 lakh, 27% from 25 to 40 lakh and 29% above 40 lakh. The 1% band is social security tax and is not charged to people contributing to the contribution-based pension fund or the Social Security Fund. Retirement contributions (PF, pension fund and CIT, including the government's share) are deducted up to Rs 5 lakh or one-third of income, whichever is lower; women with salary income only get a 10% rebate; remote-area postings get an extra deduction of Rs 10,000 to Rs 50,000.
Example: a newly appointed Kharidar under the new pension system earns about Rs 6.43 lakh assessable income a year, deducts about Rs 1.39 lakh of retirement contributions and pays no income tax, because the first Rs 10 lakh is only subject to the waived 1% social security tax.
Common mistakes
- Quoting last year's salary – figures such as Rs 32,901 for Kharidar are the pre-Shrawan 2083 scale.
- Adding grades to a new appointee – grades only start after a year of service.
- Treating PF as a loss – it is your savings, and the government doubles it.
- Ignoring the job location – remote, risk and ration allowances can change take-home pay a lot.
