First Paper Syllabus Primary Level Teacher Service Overview:

The written examination for the Primary Level Third Class open competitive exam conducted by the Government of Nepal, Teacher Service Commission (शिक्षक सेवा आयोग), consists of two main parts: the General Examination and the Subjective Examination. Each paper carries 100 full marks, making the total 200 marks for the entire written examination.

Paper 1: General Examination

The General Examination is common for all advertised subject areas and carries 100 marks. The exam is based on multiple-choice objective questions and is conducted for a total duration of 1 hour. Candidates are required to answer 50 questions, each carrying 2 marks, summing up to 100 marks in total. To pass this paper, a candidate must score a minimum of 50 marks.

Syllabus Breakdown for General Examination

The general examination is divided into five key sections:

  1. General Knowledge (सामान्य ज्ञान): This section carries 30 marks with 15 questions. It covers topics relevant to Nepal and the world that are useful for a primary-level teaching professional.

  2. Basic Educational Knowledge (शिक्षा सम्बन्धी आधारभूत ज्ञान): This is the most weighted section with 40 marks and 20 questions, focusing on teaching methodologies, child psychology, learning theories, and classroom practices.

  3. Information and Communication Technology (सूचना तथा सञ्चार प्रविधि): This part consists of 5 questions worth 10 marks, assessing the candidate's awareness and understanding of digital tools and technologies useful in modern education.

  4. Constitution, Education Acts and Regulations (संविधान, शिक्षा सम्बन्धी ऐन तथा नियमहरू): This section has 5 questions, carrying 10 marks, testing candidates on their knowledge of the national constitution, education-related laws, acts, rules, and regulations.

  5. Intellectual Ability Test (बौद्धिक परीक्षण): This segment carries 10 marks with 5 questions, designed to assess the logical reasoning, problem-solving, and analytical thinking abilities of the candidates.

Marking System and Important Instructions

The general examination follows a negative marking system, where 0.20 marks are deducted for each incorrect answer, whereas no marks are deducted for unanswered questions. This encourages accuracy and careful answering. Additionally, any amendments or changes made to relevant laws, rules, or policies at least three months prior to the exam date will be considered valid for the examination. Candidates should, therefore, be updated with the latest official documents.

Only those candidates who pass the general examination will be eligible to attend the subjective examination related to their specific subject field. The final merit list of the written exam will be calculated by adding 50% of the marks obtained in the general examination to the full marks of the subject-specific examination. Furthermore, the exams for Lower Secondary (निम्न माध्यमिक) and Primary Level (प्राथमिक) will be held separately, and this syllabus has been in effect since 2076/11/01 (February 13, 2020).

Section A: General Knowledge and Contemporary Issues

(Total Marks: 30)

This section of the exam focuses on testing a candidate's general awareness, understanding of geography, history, environment, economy, science, and important contemporary national and international issues. It plays a crucial role in assessing the foundational knowledge of an aspiring teacher.

1. Knowledge about the Universe

Candidates should have basic understanding of the universe, including the solar system, its sun, planets, moons (satellites), and stars. A fundamental understanding of the Earth’s origin, structure, and movements is also required.

2. World Geography

This includes knowledge about oceans, continents, and their geographical characteristics. Understanding of concepts such as location, latitude and longitude, international date line, and calculation of time and distance is essential. Candidates should also be familiar with various climatic zones, mountain ranges, deserts, earthquakes, volcanoes, rivers, and glaciers across the globe.

3. Geography of Nepal

Candidates should understand Nepal's geographical position, land features, types of landforms, and their characteristics. They should know about natural resources, their types, availability, and uses, as well as how geographical diversity influences human life. Knowledge of Nepal’s climate, its types, and impact on society is also required.

4. History, Culture, and Social System of Nepal

This topic covers Nepal’s modern political history, including major events. Understanding the structure of Nepali society, social customs, traditions, and values and beliefs is necessary. Candidates should also study Nepal’s cultural heritage, including its types, locations, features, importance, and methods of preservation.

5. Economic Development of Nepal

This includes knowledge of Nepal’s economic system, and development infrastructures such as education, health, agriculture, industry, transportation, electricity, and tourism. Candidates must also be familiar with the current periodic plans and national budget.

6. Environment, Science, and Technology

This section focuses on sustainable development, Nepal’s climatic condition, greenhouse effect, and environmental pollution. Candidates should understand ecosystems, their types, and the effects of population growth, urbanization, and migration. Knowledge of biotechnology, alternative energy, and developments in science and technology is essential.

7. International Relations and Organizations

This includes understanding the United Nations (UN), its organs, specialized agencies, and their activities. Also covered are regional organizations such as SAARC and BIMSTEC, including their purpose and functions.

8. Current National and International Affairs

Candidates are expected to be updated on recent political, social, economic, scientific, and cultural events of both national and international importance. Awareness of contemporary issues helps teachers stay relevant and guide students meaningfully in today’s dynamic world.

Section B: Basic Educational Knowledge

(Total Marks: 40)

This section focuses on fundamental concepts of education, psychology, teaching-learning processes, curriculum, evaluation, and Nepal’s educational development. It is vital for evaluating the teaching aptitude and theoretical knowledge of aspiring teachers.

1. Introduction to Education and Educational Development in Nepal

Candidates should understand the meaning, definitions, forms, objectives, and functions of education. Knowledge of Nepal’s modern educational history, including major reforms and transformations, is important. Additionally, the structure and organization of Nepal’s education system, such as its levels, governance, and educational bodies, should be well understood.

2. Educational Psychology

This topic involves the definition, concept, need, and importance of educational psychology. Candidates should understand human development, including concepts of growth and development, their stages, and characteristics. A special focus is placed on late childhood, where students must learn about the physical, mental, emotional, and social changes that occur during this stage, along with their interests. Moreover, understanding the roles of teachers and parents in the socialization of children during this period is emphasized.

3. Learning and Influencing Factors

Understanding the meaning, nature, and influencing factors of learning is essential. The transfer of learning – its concept, types, theories, and influencing elements – must be studied. The role of motivation in learning, its concept, need, and strategies to motivate students should be clearly understood. Additionally, candidates must grasp the concept, types, and application of reinforcement in teaching-learning processes.

4. Learning Process and Learning Theories

This includes an introduction to learning theories, their characteristics, and educational applications. Special focus is given to the Classical Conditioning Theory (Pavlov) and Operant Conditioning Theory (Skinner), along with their implications in the classroom.

5. Curriculum and Textbooks

Candidates should understand the concept, objectives, scope, and sequence of curriculum. The National Curriculum Framework 2076 must be studied thoroughly. Topics like curriculum diversity management, local curriculum, and integrated curriculum are important. Furthermore, the relationship between curriculum, textbooks, and teacher’s guides should be clearly understood.

6. Planning, Methods, and Teaching Materials

This section focuses on educational planning, including its meaning and need, annual work plan, academic calendar, unit plans, and daily lesson plans. Various teaching methods should be understood, such as teacher-centered, interactive, and student-centered methods. Knowledge about teaching materials, including their definition, classification, construction, usage, and storage, is also necessary.

7. Evaluation and Examination

Candidates must understand the difference between measurement and evaluation, types of evaluation, tools used, and their characteristics. The concept and types of examination such as subjective, objective, standardized, and teacher-made tests should be covered. Skills in question paper construction, specification tables, item analysis, and understanding of validity and reliability are required. Finally, the Continuous Assessment System (CAS), grading system, and the current status of CAS in Nepal must be studied.

8. Educational Management and Organization

This unit focuses on the concept, need, and importance of classroom management for effective learning. It emphasizes managing diversity in the classroom, including linguistic, gender-based, disability-related, economic, social, and cultural differences. Understanding various educational organizations such as monograde (single class), multigrade, subject-based, and mixed teaching approaches is also essential. Teachers must also be prepared for conflict management, disaster preparedness, and crisis management within schools.

9. Teacher Professional Development and Educational Research

This part highlights the importance of teacher training and capacity building for quality education. It includes the meaning, necessity, and significance of educational research, along with types like case study and action research, their purposes, and applications in real classrooms.

Section C: Information and Communication Technology (ICT)

(10 Marks)
This section covers basic knowledge of computers, including their introduction, types, hardware, software, and common office packages like MS Word, Excel, and PowerPoint, as well as email and internet usage. Candidates must be familiar with commonly used educational software in schools. The role of ICT in education, such as audio-visual tools, interactive digital content, and e-library systems, is covered, along with aspects of development and management. Basic knowledge of cybersecurity and cybercrime prevention is also expected.

Section D: Constitution, Education Acts, and Rules

(10 Marks)
This section tests knowledge about Nepal’s Constitution, especially fundamental rights and directive principles of the state. Key legislative documents include the Education Act 2028, Education Rules 2059, Teacher Service Commission Rules 2057, and Local Government Operation Act 2074, especially the provisions related to education.

Section E: General Mental Ability Test

(10 Marks)
This section evaluates a candidate's logical and analytical skills through verbal and mathematical reasoning.

1. Verbal Intelligence Test

Includes topics such as word knowledge, analogies, verbal classification, synonyms and antonyms, and verbal puzzles like jumbled or mismatched words.

2. Mathematical Ability

Tests basic numerical reasoning through series problems, filling in missing numbers, and mathematical puzzles that check logical sequencing and problem-solving.
