First Paper Syllabus Lower Sec. Teacher Service: General Overview
The First Paper is a compulsory general examination for all candidates applying for any subject at the Lower Secondary Level. This paper aims to assess a candidate’s general awareness, educational understanding, and basic ICT and legal knowledge relevant to Nepal's education system. The total marks for this paper are 100, and a minimum of 50 marks must be obtained to pass. The exam consists of 50 multiple-choice questions (MCQs), each carrying 2 marks. The duration of the examination is 1 hour.
Importantly, negative marking is applied: for every incorrect answer, 20% of the allotted marks for that question (i.e., 0.4 marks) will be deducted.
The syllabus is designed to include current affairs and educational updates published up to three months before the exam date, ensuring relevance and timeliness.

Child development and psychology, including learning theories (Piaget, Vygotsky, etc.).
Teaching-learning processes, pedagogy, and classroom management techniques.
Curriculum and evaluation, including formative and summative assessment methods.
Inclusive education, child-friendly teaching, and differentiated instruction.

3. Information and Communication Technology (ICT) in Education (5 Questions - 10 Marks)
This section measures basic knowledge of ICT tools and their application in teaching and learning.
Candidates should understand:
Common hardware and software used in schools.
Use of the internet, email, multimedia, and digital resources in the classroom.
Safe and ethical use of digital technologies.
Government initiatives and policies related to ICT in education (e.g., Smart School, digital literacy).
4. Constitution of Nepal, Education Acts and Policies (5 Questions - 10 Marks)
Candidates are expected to be familiar with:
Relevant provisions of the Constitution of Nepal 2072 relating to education and teachers.
The Education Act and Regulations, and teacher-related rules and service conditions.
School Sector Development Plan (SSDP), educational rights, duties of teachers, and structure of school education in Nepal.
Government efforts toward free and compulsory education, child protection policies, and inclusive schooling.

The Teacher Service Commission (TSC) of Nepal conducts the Basic Level (Lower Secondary and Primary) third-class open competitive exam in two parts:
First Paper – General Examination (Objective MCQs, 100 marks)
Second Paper – Subject-Specific Examination (100 marks)
