Education Budget 2082/83 – Nepal

“A strong nation is built on the foundation of educated citizens.” With this belief, Nepal’s Education Budget for fiscal year 2082/83 has set its sights on shaping capable, competent, and innovative young minds. The government has earmarked more than NPR 211 billion to make education modern, inclusive, and technology-friendly, with a clear goal: to build human capital that can drive the country forward.


Key Highlights and Priorities

1. Building Skilled Human Capital

Education is not just about classrooms, it is about creating leaders, innovators, and problem solvers. The budget focuses on developing productive citizens who can thrive in a fast-changing world. By modernizing education and integrating technology, Nepal is preparing its future workforce for global competition.

2. Incentives for Schools

To motivate schools and students, the government will provide NPR 2.5 million each to 100 schools with strong academic results. Other schools will also be supported to raise their performance. This creates healthy competition and encourages schools to focus on excellence.

3. School Remapping and Mergers

Many schools across the country face low enrollment and teacher shortages. To solve this, schools will be reorganized based on student numbers, distance, and resources. Smaller schools may be merged, while larger ones will receive incentive grants. This ensures better resource use and improved learning outcomes.

4. Teacher Training and Support

Teachers are at the heart of education. A new “teacher bank” will be established in collaboration with universities to supply trained teachers in English, Science, and Mathematics. In addition, bachelor-level graduates will be mobilized as volunteer teachers. Regular training will also strengthen the capacity of current educators.

5. Exams and Grants

Education grants will gradually shift toward fiscal equalization, making funding fairer. The Secondary Education Examination (SEE) will now be managed at the provincial level, giving local governments more responsibility in shaping education.

6. Mid-Day Meals and Sanitary Pads

Learning is only possible when students’ basic needs are met.

  • Mid-Day Meal Program: NPR 10.19 billion will provide nutritious meals to 2.8 million students up to grade five.
  • Sanitary Pads Distribution: NPR 1.29 billion allocated to support 1.3 million female students, ensuring that health challenges do not interrupt their learning.

7. Scholarships for Inclusion

Education must reach everyone, especially those who face barriers. Scholarships will continue for students in marginalized communities and remote areas. Special support will go to students from the Mushahar, Dom, and Chamar communities for higher education. A total of NPR 2.44 billion is dedicated to scholarships.

8. Early Childhood Development (ECD)

The first years of education are the most important. To strengthen this foundation, the government has allocated NPR 10.16 billion to pay salaries for ECD facilitators and school staff, making sure children start their education journey in a supportive environment.

9. Digital and Virtual Education

The future of learning is digital. Teaching and learning methods will be based on Nepali curriculum but delivered through virtual and digital platforms. Online learning will help reach students even in remote corners of Nepal. Hostels will also be built for students in rural and mountainous regions, both in community and private schools, with proper regulation to ensure quality.


Opportunities and Challenges

This budget opens new doors for equitable and quality education. It addresses both the hardware (infrastructure, meals, hostels) and the software (teacher training, digital tools, scholarships) of learning. However, challenges remain. Implementation in remote areas, ensuring accountability, and overcoming resource gaps will be crucial to success.
